Minutes from the 39th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on June 23, 2015, in Lima, Peru. The meeting focused on governance updates, financial challenges due to member contribution arrears, the establishment of science-policy advisory committees, and collaborations with international organizations to enhance climate change research and adaptation in the Americas.

• The IAI is facing a critical financial environment due to missing member contributions totaling approximately US$460,000 at the close of the fiscal year. Specifically, Brazil has three pending contributions totaling US$340,000, and countries such as Guatemala and the Dominican Republic have never paid their contributions.
• The Executive Council proposed an Operating Budget for the 2015-2016 fiscal year of US$1,420,064, representing a 4% increase over the previous year. This budget maintains existing member contribution levels and percentages based on the Organization of American States (OAS) table.
• The IAI is implementing a tripartite governance structure with offices in Argentina, Brazil, and Uruguay. While the Montevideo office is fully operational and a director was hired for the Science-Policy Liaison Office in Buenos Aires in May 2015, the agreement for the Scientific Development Office in Brazil is still being finalized.
• The Executive Council recommended candidates for the Scientific Advisory Committee (SAC), specifically Alicia Fernández Cirelli and Edwin Castellanos, and for the Science Policy Advisory Committee (SPAC), including Javier Gracia Garza, Luis Basterra, Maria Netto, James Rusak, Walter Baethgen, Yolanda Kakabadse, Brigitte Baptiste, Carlos Henrique de Brito Cruz, and Nicolás Lucas.
• The IAI is collaborating with the International Council for Science (ICSU) on a science and capacity development program funded by the Swedish International Development Agency (SIDA) for approximately 10 million dollars, where the IAI will serve as the implementation agency for the Americas.
• The Executive Council identified a significant regional deficiency in infrastructure for hosting and distributing data and products to decision-makers and the public. The Council decided to request that the Conference of the Parties (CoP) address open data access and identify methods to measure the scientific impact of the IAI.
• The IAI is seeking to create a Consortium of Funding Agencies in the Americas, modeled after the Belmont Forum, to facilitate international scientific funding. The Council suggested that national representatives identify agencies interested in signing such agreements.
