The minutes of the 39th Meeting of the Inter-American Institute for Global Change Research (IAI) Executive Council, held on 23 June 2015 in Lima, Peru, detail administrative, financial, and strategic decisions. • The IAI faces significant financial challenges due to unpaid member contributions. As of 31 May 2015, funds collected represented 95% of approved contributions for FY 2014-2015, with total arrears for all countries amounting to US$1.33 million. Brazil had three pending contributions totaling US$340,000, and countries such as Guatemala and the Dominican Republic had never paid contributions.
• The EC accepted a Core Budget request for FY 2015-2016 of US$1,420,064, which represents a 4% increase over the previous year's operational budget. This budget maintains existing country contribution levels and reflects savings from the relocation of the Directorate to Uruguay.
• The IAI is implementing a tripartite governance structure with offices in Argentina, Brazil, and Uruguay. The Montevideo office is fully operational, and a director has been hired for the Science-Policy liaison office in Buenos Aires. However, implementation in Brazil is described as a "high risk situation" due to a lack of contribution payments and pending finalization of the Host Country Agreement.
• The IAI is pursuing a "Belmont-like" consortium of funding agencies within the Americas to facilitate international science funding. This follows efforts to promote agreements for global change research between funding agencies, involving entities such as FAPESP (Brazil), CONICET (Argentina), and CONACyT (Mexico).
• The EC identified a critical need to improve the visibility and accessibility of IAI science. This includes expanding the website to include project metadata, publications, and a link to Citeulike. Additionally, the EC requested the CoP to address open access data, centralize information, and identify methods to measure the impact of IAI science on policymaking and capacity building.
• The Scientific Advisory Committee (SAC) reported a serious regional shortcoming: the lack of a regional framework or infrastructure to host and serve data and products to decision-makers and the public beyond the lifespan of individual Collaborative Research Network (CRN) projects.
