Report of the Financial and Administrative Ad Hoc Committee Review of IAI 2015-2016 Core Budget Request

The Financial and Administrative Ad Hoc Committee (FAC) reviewed the Inter-American Institute for Global Change Research (IAI) core budget request for the 2015-2016 fiscal year and recommended its approval by the Executive Council and Council of the Parties.

• The FAC recommends that the Executive Council forward the IAI's core budget request for the upcoming fiscal year to the Council of the Parties for approval. The committee noted that the request accounts for the establishment of additional offices and the relocation of headquarters, while attempting to keep operational expenses low by temporarily suspending further hiring.
• The budget proposal suggests that country contributions remain at their current levels for the current year and the foreseeable future, noting that the most recent increase occurred during the 2014-15 budget year.
• The IAI faces operational difficulties due to the accumulation of country arrears, which totaled US$1.33 million at the end of the last quarter. This amount is equivalent to a full year of IAI operations, and the lack of funds has led to the potential cancellation of essential oversight and outreach activities.
• Substantial contributions from Argentina and Venezuela over the past year prevented the IAI from having to substantially curtail its activities, with Venezuela erasing several years of accumulated arrears.
• The FAC is a subcommittee of the Executive Council responsible for financial, administrative, and project management issues, including the review of staff salaries, merit increases, and the Core Budget. Membership is open to all EC member countries for two-year terms; current members include Brazil, Canada, and the United States, along with the IAI Financial and Administrative Officer.
