Report of the Financial and Administrative Ad Hoc Committee Review of IAI 2014-2015 Core Budget Request

The Financial and Administrative Ad Hoc Committee (FAC) reviewed the Inter-American Institute for Global Change Research (IAI) core budget request for 2014-2015, recommending its approval by the Executive Council and Council of the Parties. The report addresses a proposed increase in country contributions, an audit of the 2012-13 financial statements, concerns regarding member arrears, and the renewal of the FAC charter.

• The FAC recommends the 2014-2015 core budget request, which proposes increasing country contributions from $1,286,000 to $1,400,000, an increase of approximately 8.9 percent. This increase is justified by inflation rates of 5 to 7 percent in Brazil and higher rates in Uruguay.
• The FAC identified a potential inconsistency in the budget regarding a $30,000 annual payment for a Director for Communications in Argentina, as a previous resolution of the 19th Council of the Parties stated this position should be implemented in a manner neutral to the IAI Core Budget.
• An independent audit of the 2012-13 financial statements found that the IAI listed $492,121 as a current asset in funds advanced to subawardees that had not been spent over the previous 12 months. While auditors suggested these should be recovered or written off, the FAC believes the current treatment is appropriate because spending plans are in place.
• The IAI is facing operational difficulties due to an increase in annual and total arrears from member nations. In the third quarter report, the IAI received only about 75% of expected voluntary contributions, which has hindered the scheduling of outreach and oversight activities.
• The FAC recommends that the Executive Council renew its existing charter for another two years, as the current charter was set to expire on August 12, 2014.
