Minutas del CE-XXXVI

• The Executive Director noted that training events are the most effective way to engage countries, particularly when they combine students, professionals, politicians, and scientists. He highlighted a specific project funded by the MacArthur Foundation to analyze research needs and institutional capacities in the Andean countries: Colombia, Ecuador, Peru, and Bolivia.
• The IAI reported a strong alignment between its scientific excellence and the Intergovernmental Panel on Climate Change (IPCC), noting that 60% of scientists at a regional IPCC meeting came from IAI projects, demonstrating the institute's success in building global change capacity in the continent.
• The Executive Council determined that the IAI should avoid entering into employer-employee administrative obligations in any country other than Uruguay to maintain tax exemptions and other benefits provided by the host country agreement. Consequently, personnel in other countries should only be hired as "consultores part-time".
• The CE agreed to evaluate whether the IAI Strategic Plan needs modification to better reflect new initiatives and the current global change research landscape, specifically noting that "el factor de innovación" and new funding modalities like Future Earth are not currently included.
