Minutas del CE-XXXV

The minutes of the 35th Executive Council (EC) meeting of the Inter-American Institute for Global Change Research (IAI), held on June 11, 2013, in Montevideo, Uruguay, detail the transition to a tripartite administrative structure, financial status, and the recommendation of new members for the Scientific Advisory Committee (SAC).

• The IAI is implementing a tripartite administrative structure with three distinct directorates: the Science-Policy Liaison Directorate in Buenos Aires, Argentina; the Integrated Finance and Operations Directorate in Montevideo, Uruguay; and the Scientific Development Directorate in Sao José dos Campos, Brazil.
• The Executive Council recommended the creation of a Science-Policy Liaison Advisory Committee to advise the Conference of the Parties (CoP) and IAI Directorates on designing science that supports policy formulation and decision-making.
• The Scientific Advisory Committee (SAC) faced a critical lack of continuity due to vacancies and expiring terms; consequently, the EC recommended five new members (Michelle Grunauer Andrade, Werner Wilbert, Claudia Natenzon, Paulo Hilario Nascimento Saldiva, and Susana Adamo) and two-year extensions for Carolina Vera and Harold Mooney.
• The IAI is pursuing a consortium with UNESCO and ICSU-ROLAC to support the 'Future Earth' initiative, focusing on interdisciplinary programs in sustainable energy and risk, particularly within Latin America and the Caribbean.
• As of April 30, 2013, the IAI had received 94% of approved contributions for the 2012-2013 fiscal year, though total pending payments from member countries amounted to US$ 1.34 million, with Venezuela's accumulated debt reaching US$ 324,000.
• The proposed operating budget for the 2013-2014 fiscal year is US$ 1,296,714, representing a 2.7% decrease compared to the previous year.
• The IAI's Collaborative Research Network (CRN3) has 10 international teams in operation with a total committed budget of US$ 8.4 million provided by the US National Science Foundation (NSF).
• The Executive Council approved modifications to the CoP and EC rules to ensure that member countries designate permanent or alternate representatives to allow for decision-making and elections during intersessional periods.
