QUARTERLY STATUS REPORT YTD – MAY 31, 2008

The Inter-American Institute for Global Change Research (IAI) provided a quarterly status report as of May 31, 2008, detailing its core and program budgets, member country contributions, and the progress of research networks and training institutes. The report highlights a reliance on four major contributors, the implementation of the Collaborative Research Network II (CRN-II), and new funding from the MacArthur Foundation and IDRC.

• As of May 31, 2008, the IAI had collected cash incomes representing 88% of the approved contributions for the 2007/2008 fiscal year. While the institute is "fully dependant of the four major contributors" (Brazil, Canada, Mexico, and USA), there has been a consistent increase in contributions from other members since 1999.
• The IAI's core budget expenses for the eleven months ending May 2008 were 2.9% higher than the budget. This variance was primarily driven by "Operational Costs," which included a US$20,000 loss due to funds that "were robbed from IAI coming back from Banco do Brasil."
• Brazil provides in-kind contributions including facilities, security, and staff. In the 2006/2007 fiscal year, these expenses totaled US$185,776.30. However, in Brazilian real terms, this contribution decreased by 37.4% from 2005 to 2008, largely due to the "weakening of the US dollar compared to the Brazilian Real."
• The Collaborative Research Network II (CRN-II) has seen full implementation of projects, with year 1 reports approved. A new project titled "The Impact of Land Cover and Land Use Changes on the Hydroclimate of the La Plata Basin," involving investigators from Argentina, Brazil, and the USA, was approved for the period April 2008 to June 2011.
• The IAI secured two significant new funding sources: a US$450,000 grant from the MacArthur Foundation (2008-2009) to assess climate change effects on Andean biodiversity in Bolivia, Colombia, Ecuador, and Peru, and a CAD 444,000 grant from Canada's International Development Research Center (IDRC) to study land-use change in the La Plata Basin.
• The IAI conducted a "Training Institute on Information Management: free and open access to, and use of data and information" in Panama City from February 25-29, 2008. The event included 37 participants from 11 countries and aimed to help the IAI develop its data and information policy.
• The IAI reports administrative challenges regarding its Host Country Agreement with Brazil, noting that the agreement contains "ambiguities" and needs updating to reflect new laws. Specifically, the IAI has faced issues with the Federal Revenue (Receita Federal) because it lacks a local registry number.
