Minutes of the Twenty-Fourth Meeting of the IAI Executive Council (EC)

The minutes of the Twenty-Fourth Meeting of the IAI Executive Council (EC), held in Manaus, Brazil, from June 12-15, 2007, detail the administrative, financial, and scientific progress of the Inter-American Institute for Global Change Research. • The EC approved the Core Budget Request for FY 2007/08 at a total of US$ 1,014,931, which is approximately the same level as the previous two years. As of May 31, 2007, 93% of contributions for the 2006/07 period had been collected.
• The IAI is struggling with a persistent lack of quorum at the Conference of the Parties (CoP) meetings, a problem noted in the last six meetings. The EC established a committee including Venezuela, the SCRP, and the Director to analyze solutions, such as requiring permanent representatives to ensure continuity.
• The Training Institute Seed Grant (TISG) program, which provided US$ 110,000 in funding for eight projects, was identified as a successful catalytic mechanism. It involved 44 researchers from 19 countries and resulted in eight new IAI networks and various policy impacts in Colombia, Bolivia, Paraguay, and Uruguay.
• The IAI is seeking to strengthen its focus on the La Plata Basin as part of CRN II, recognizing the region's critical needs regarding climate variability, floods, and droughts. The EC specifically encouraged the Directorate and the SAC to develop these initiatives.
• The IAI is implementing new administrative tools to improve governance, including a Contracting and Procurement Manual approved in May 2007 and a planned Accounting Manual for the end of 2007.
