Informe del Comité de Asuntos Financieros y Administrativos (FAC)

The report details the activities and findings of the Financial and Administrative Committee (FAC) of the Inter-American Institute for Global Change Research (IAI) following a meeting held from May 2-4, 2007, in Sao José dos Campos, Brazil. The committee reviewed the 2006/07 financial performance, the proposed 2007/08 budget, and the completion of the Procurement and Acquisitions Manual.

• As of March 31, 2007, the IAI had collected $870,000, representing 85% of its $1,015,000 budget. The organization expects to collect 100% of the central budget by the end of the fiscal year, with total expenditures estimated at approximately $950,000.
• The proposed central budget for the 2007/2008 fiscal year is $1,015,000, which is equal to the 2006/07 budget. Salaries and Benefits (S&B) will increase from $730,000 to $756,000, accounting for 74% of the total central budget.
• The IAI is facing financial pressure due to the decline of the US dollar against the Brazilian real, which has fallen 42% since 2003. This exchange rate volatility has increased the proportion of the budget dedicated to salaries and benefits to compensate international staff.
• The Procurement and Acquisitions Manual was completed at the end of March 2007 after approximately two years of work. The manual is being uploaded to the internal server, with training scheduled for May 2007.
• Regarding the CRN-2 program, first-year funds were distributed between June and September 2006, and the first technical and financial reports are due in August 2007. The program funds the salary of the Program Manager on a sliding scale: 50% for 2006/07-2007/08, 40% for 2008/09, and 0% for 2009/10.
• The audit for the 2006/07 year is scheduled to be conducted by BDO Trevisan during the first half of September 2007. The FAC noted that the previous year's audit report was too brief and requested a more substantial report for the upcoming audit.
