Informe del Comité sobre Temas Financieros y Administrativos (FAC)

This report details the activities and recommendations of the Financial and Administrative Committee (FAC) of the Inter-American Institute for Global Change Research (IAI) following a meeting in March 2006. The committee reviewed the 2005/2006 financial status, the 2006/2007 basic budget request, and administrative manuals, while expressing concern over budget sustainability and the impact of the US dollar's weakening against the Brazilian real.

• The FAC expressed concern regarding the financial sustainability of the IAI, specifically noting that 100% of the budget is allocated despite not collecting 100% of contributions. Additionally, fixed costs, primarily salaries and benefits, are taking up an increasing percentage of the total budget.
• The weakening of the US dollar relative to the Brazilian real is increasing costs for the IAI. Consequently, the basic budget for 2006/2007 includes an exchange rate difference adjustment for international staff.
• The FAC requested that the IAI Executive Direction be more proactive in collecting Basic Contributions for 2005/2006, following letters sent to member countries in August 2005. The Executive Director is expected to initiate targeted outreach efforts.
• The committee recommended that the IAI Procurement Manual be reviewed by staff and approved for implementation by July 1, 2006, with a plan that includes training for all IAI personnel.
• The FAC accepted the 2004/2005 Audit Report as final and proposed seeking offers for future external audits. It recommended using detailed 'Terms of Reference' and contacting local firms with experience in grant-making organizations.
