REGLAMENTO DE LA CONFERENCIA DE LAS PARTES DEL INSTITUTO INTERAMERICANO PARA LA INVESTIGACIÓN DEL CAMBIO GLOBAL

This document outlines the rules and regulations governing the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI). It details the procedures for participant accreditation, the organization of annual and extraordinary conferences, voting mechanisms, and the election and removal of the Executive Director and members of scientific advisory committees.

• The Conference of the Parties (CoP) typically holds one ordinary meeting per year, generally in June, with the venue determined by offers from member Parties based on geographic distribution and rotation.
• Quorum for plenary sessions is defined as half of the active Parties of the IAI. Parties are classified as 'inactive' if they have not participated in any of the three previous CoPs or designated a Permanent Representative within a three-year period.
• The CoP aims to make decisions by consensus; however, if consensus is not reached, decisions are generally made by a majority vote of the accredited Parties present, unless the IAI Agreement or these rules specify otherwise.
• The election of members for the Scientific Advisory Committee and the Science and Policy Advisory Committee (SPAC) must ensure equitable geographic and gender distribution, as well as representation from various disciplines related to global change research.
• The Executive Director is elected by the CoP and can be removed by the CoP if the good functioning of the Institute requires it, provided there is a two-thirds majority vote via secret ballot.
• Extraordinary Conferences may be held upon request of one or more Parties and require the affirmative vote of two-thirds or more of the accredited Parties present.
