STANDING RULES OF THE CONFERENCE OF THE PARTIES (CoP) OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), approved in June 2021, establish the governance, procedural, and electoral frameworks for the IAI's primary governing body. The document details the requirements for party representation, the organization of annual and extraordinary conferences, voting mechanisms, and the processes for electing members to advisory committees and the Executive Director.

• The Conference of the Parties (CoP) is required to meet annually, typically in June, with the location determined by offers from Parties based on principles of rotation and geographical distribution. In cases where travel is restricted or no site is offered, meetings may be held virtually or at the IAI Directorate site.
• The CoP operates under a quorum requirement consisting of accredited representatives from one-half of the active IAI Parties. A Party is classified as 'not active' if it has failed to participate in any of the three previous Conferences and has not designated a Permanent Representative during that three-year period.
• Decision-making within the CoP prioritizes consensus, but if this is not achieved, a majority vote of accredited Parties present is required for most decisions. However, specific actions—such as adjourning a session, reconsidering a previously adopted decision, or removing the Executive Director—require a two-thirds majority vote.
• The CoP is responsible for electing members to the Scientific Advisory Committee (SAC) and the Science-Policy Advisory Committee (SPAC). These elections must account for gender distribution, equitable geographic distribution, and a variety of disciplines relevant to global change research.
• The Executive Director is elected by the CoP via secret ballot at a conference occurring at least six months before the current term expires. The CoP holds the exclusive authority to remove the Executive Director if the sound operation of the Institute requires it.
• The CoP may convene Extraordinary Conferences at the request of one or more Parties, provided two-thirds of the accredited Parties present agree (or two-thirds of active Parties agree via electronic correspondence). These meetings are limited to the specific matters identified in the request.
