The IAI Standing Committee on Rules and Procedures proposed a revised set of Rules of Procedure for the 29th Conference of the Parties (CoP-29) to address the need for virtual meetings. The revised rules establish protocols for participant accreditation, the organization of annual and extraordinary conferences, voting procedures, and the election of the Executive Director and advisory committees. Key updates include the explicit allowance for CoP meetings to be held via electronic videoconference systems when travel is restricted.

• The IAI updated its Rules of Procedure because the previous version, revised at CoP-21 in 2013, did not account for the necessity of holding meetings via videoconference, a need highlighted by the COVID-19 pandemic.
• The revised rules formally allow the Conference of the Parties to be held using electronic videoconference systems in cases where exceptional circumstances restrict travel.
• The rules establish that a quorum for plenary sessions consists of half of the active IAI Parties through their accredited or designated representatives.
• Decisions of the Conference of the Parties are generally made by a majority vote of the accredited Parties present, unless the IAI Agreement requires a two-thirds majority for specific matters.
• The rules define 'inactive Parties' as those that have not participated in any of the three previous Conferences of the Parties nor designated a Permanent Representative to the IAI within a three-year period.
• The election and removal of the Executive Director are subject to specific protocols: the Director is elected by secret ballot, and removal requires a two-thirds majority vote of the Conference of the Parties.
• The rules mandate that the Scientific Advisory Committee and the Science and Policy Advisory Committee (SPAC) must ensure equitable geographic and gender distribution, as well as representation from various disciplines related to global change research.
