This report documents the proceedings of the ninth meeting of the Scientific Advisory Committee (SAC) of the Inter-American Institute for Global Change Research (IAI), held in Santiago, Chile, from April 14 to 16, 1998. • The IAI conducted three regional workshops on El Niño between October 1997 and January 1998 in Lima (Peru), Montevideo (Uruguay), and Fortaleza (Brazil). These workshops, co-sponsored by NOAA, the WMO, and IRI, aimed to create consensus regional precipitation forecasts and develop pilot application projects for climate-sensitive sectors such as health, agriculture, and fisheries.
• A workshop titled 'Studying Ozone and UV-B Radiation: Achievements and Future Opportunities' was held in Buenos Aires, Argentina, from March 9 to 11, 1998. Attended by approximately 130 scientists from various countries including Argentina, Brazil, Chile, Cuba, Peru, Uruguay, USA, Canada, France, and Switzerland, the event highlighted the urgent need to complement satellite data with ground-based measurements of ozone and UV-B in South America.
• The IAI is planning a joint workshop with the International Human Dimensions Programme (IHDP) on Industrial Transformation, tentatively scheduled for September 14-18, 1998, in Sao José dos Campos, Brazil. The workshop aims to delineate a global agenda with regional components, focusing on sectors critical to Latin America such as energy, biotechnology, and agro-industry.
• The IAI is developing a Summer Training School in collaboration with the University of Miami (RSMAS), with a proposal to be submitted to the National Science Foundation (NSF) by June 30, 1998. The program is intended to operate on a three-year plan, with the first course targeted for June-July 1999.
• The SAC discussed a proposal to fund small projects (up to US$10,000) to increase the participation of smaller countries and individual researchers in the region. Such funding would support activities like historical climate data studies, palynological dating, and case studies on land use and water availability.
• The IAI is implementing 'Funding and Resource Agreements' (JFRAs) to formalize regional collaborations and co-financing. Specific efforts include an agreement with the Argentine Agency for Scientific and Technological Promotion and potential letters of exchange with the Cuban Agency of Science and Technology and CONICYT of Venezuela.
