Report of the 32nd meeting of the Conference of the Parties

This document is a report on the 32nd meeting of the Conference of the Parties (CoP-32) to the Inter-American Institute for Global Change Research (IAI), held via videoconference on 22-23 May 2024. It details the proceedings, financial approvals, the relocation of the IAI headquarters from Uruguay to Panama, and the adoption of a new Strategic Plan for 2024-2030.

• The Conference of the Parties (CoP-32) adopted a new IAI Strategic Plan covering the period from 2024 to 2030.
• The IAI is relocating its headquarters from Uruguay to Panama. Due to legislative requirements in Panama and the need for a smooth transition, Parties adopted Decision XXXII/23 to request that the Government of Uruguay extend the Directorate's operations and diplomatic immunities until 31 July 2025, with no additional cost to Uruguay after 31 July 2024.
• The CoP-32 approved the core budget for the 2024-2025 fiscal year, which includes a 20% increase in voluntary contributions. Additionally, a preliminary request for fiscal years 2025-2027 was approved with annual increases of 5%, though both are subject to approval by the appropriate authorities in each member country.
• The IAI is expanding its network of Associates by inviting the Center for Climate and Resilience Research (CR2) of the University of Chile, the Santa Catarina Research and Innovation Foundation (FAPESC) of Brazil, and the Smithsonian Tropical Research Institute (STRI) to join the Institute.
• To better integrate diverse knowledge systems, the IAI is working on the design of two new advisory committees: one for representatives of Indigenous Peoples and another for representatives of Local Communities.
• The IAI's Science Diplomacy Center (SDC) has launched a training program for policy makers, resulting in the 'Panama Declaration, "Science Diplomacy to address global challenges"'. Future workshops are planned for June 2024 in Panama, December 2024 in Brasilia, and May 2025 in Paraguay.
• The IAI has implemented open data policies using an open data catalog on Harvard's Dataverse, containing 23 datasets from 2019-2022, and a publications database with over 600 reports and publications.
• The IAI's STeP program has engaged 67 fellows from 14 countries to date, with the fourth generation of fellows scheduled to begin at the end of June 2024.
• The IAI reported on climate-related impacts in the Americas, specifically noting a dengue emergency in 2024 with over 5 million cases precipitated by a recent El Niño event.
