Actualización del procedimiento formal para otorgar estatus de observador permanente en el Instituto Interamericano para la Investigación del Cambio Global

A briefing from the Executive Directorate of the Inter-American Institute for Global Change Research (IAI) proposing an updated, simplified procedure for granting permanent observer status to states and organizations.

• The Executive Directorate proposes simplifying the process for obtaining permanent observer status to align with other intergovernmental organizations. Under the new proposal, interested states and organizations can apply directly to the IAI Executive Directorate without requiring sponsorship from a Party.
• The proposed update shifts the decision-making authority for granting observer status to the President of the Executive Council, removing the requirement for approval by the Conference of the Parties (CoP).
• Permanent observer status is open to non-party states, international governmental organizations, non-governmental organizations, agencies, and other entities whose activities align with IAI interests. Applicants must provide a 'Statement of Justification' explaining their potential contribution to the IAI's Scientific Agenda and Strategic Plan.
• Observers at the Conference of the Parties have limited participation rights: they may speak only when invited by the President, cannot propose or vote on motions, but can receive all public meeting documents. To attend, they must notify the Executive Directorate at least 45 days in advance, or 3 days in exceptional cases.
• Permanent observer status will be revoked if an observer fails to participate in CoP meetings, collaboration agreements, or other IAI activities for three consecutive years.
