Overview of the Financial Status for FY 2021-2022

This report provides an overview of the financial status of the Inter-American Institute for Global Change Research (IAI) for the fiscal year 2021-2022, detailing party contributions, budget performance, and administrative controls.

• As of 30 April 2022, the IAI had received cash incomes equivalent to 75% of the approved contributions for the 2021/2022 fiscal year. The total approved contributions for the period were US$ 1,400,000, with the USA providing the largest share at US$ 831,000. Payment delays are widespread, with 9 countries delayed by more than 3 years and only 4 countries listed as up-to-date.
• For the first eight months of the fiscal year (ending 28 February 2022), total expenses were US$ 784,722, which was 15.9% lower than the year-to-date budget of US$ 933,333. This reduction was primarily driven by the COVID-19 pandemic, which limited international travel and physical meetings.
• Specific budget categories saw significant underspending: equipment costs were 91% lower than expected due to IT centralization and better staff training, and travel and training expenses were 42% lower due to pandemic restrictions. Operational costs were 11.7% lower, and dissemination and outreach costs were 45.8% lower.
• The IAI notes a significant decline in the value of its minimum contributions; since 1992, contributions that remained at the USD 5,000 level have lost approximately 89% of their purchasing power.
• A proposed amendment to Article XIII of the Agreement, which would change pledge increments to US$ 1,000 and set a minimum contribution of US$ 5,000, has not yet entered into force because the required two-thirds of the Parties have not notified the Depository of their domestic legal completion.
