Report of the IAI Standing Committee for Rules and Procedures

The IAI Standing Committee for Rules and Procedures has proposed revised Standing rules for the Conference of the Parties (CoP) to accommodate virtual meetings via videoconferencing, necessitated by the COVID-19 pandemic. The report includes the full text of the proposed revised rules governing participants, voting, elections, and administrative procedures.

• The Standing Committee for Rules and Procedures revised the Standing rules of the Conference of the Parties (CoP) specifically to address the challenges of virtual conferences and the use of videoconferencing systems, which were not foreseen in the previous rules revised at CoP-21 in 2013.
• Under the revised rules, the Conference of the Parties may be held virtually through electronic conferencing systems in the event of exceptional circumstances that restrict travel.
• The rules establish a quorum for plenary sessions consisting of accredited or designated Representatives from one-half of the active IAI Parties.
• The IAI defines a Party as 'not active' if it has not participated in any of the three previous Conferences of the Parties and has not designated a Permanent Representative during that three-year period.
• Decisions of the Conference of the Parties are generally made by a majority vote of accredited Parties present, although the organization seeks to take action by consensus first.
• The removal of the Executive Director requires a two-thirds majority vote of the Conference of the Parties, conducted via secret ballot.
• Amendments to the Standing rules are adopted by a majority vote of accredited Parties present, unless the Agreement Establishing the IAI requires a two-thirds vote.
