Donors' session

This document consists of a report from the 27th meeting of the Conference of the Parties (CoP-27) to the Inter-American Institute for Global Change Research (IAI), held in Brasilia, Brazil, from 5 to 6 June 2019, and a subsequent administrative document from March 2020 requesting the formal approval of that report at CoP-28.

• The Conference of the Parties (CoP-27) adopted a new IAI Strategic Plan designed to guide the organization for the next 25 years. The plan aims to establish the IAI as a "global leader in transdisciplinary science and science diplomacy" and is organized around three themes: meeting Party needs to address global change, science for the sustainability of the Americas, and the sustainability of the IAI.
• The IAI Directorate reported significant financial strain due to a lack of Party contributions, noting that inflation had reduced the operating budget by nearly 50%. While the Core Budget and country contributions for FY 2019-2020 were approved without increases, the Directorate warned that this level of support is "not sustainable in future years."
• To address funding challenges, the CoP-27 invited the establishment of a task force to engage with national funding agencies to secure support for IAI science and capacity building. Additionally, the IAI is working with the Belmont Forum to develop a "flexible funding mechanism for the Americas" to facilitate the funding of scientific projects on global change.
• The IAI is expanding its network of Associates, formally inviting the Alexander von Humboldt Biological Resources Research Institute in Colombia and the Estación Científica COIBA AIP in Panama to join the Institute.
• The IAI is implementing a Science and Technology Policy (STeP) Fellowships Program, developed with assistance from the American Association for the Advancement of Science (AAAS). The program aims to place early career researchers in national government offices and ministries to gain experience in science-policy processes.
• The IAI has enhanced its data infrastructure by hosting its open data platform under the University of Harvard's Dataverse system. The Directorate is also pursuing a "Collaborative South-South regional approach" to open data and open science in partnership with CODATA, the International Council for Science (ICS), and the African Academy of Science (AAS).
• The CoP-27 adopted a revised IAI Scientific Agenda and instructed the Science Advisory Committee (SAC) and Science-Policy Advisory Committee (SPAC) to further update it to better reflect transdisciplinary research, specifically focusing on "human issues and systems."
• The IAI is exploring strategic partnerships to increase its operational capacity, including seeking to become a "Readiness Delivery Partner" for the Green Climate Fund (GCF) in Latin America and collaborating with the German Federal Ministry of Education and Research (BMBF) on climate change cooperation.
