Overview of the Financial Status for FY 2018-2019

This report provides an overview of the financial status of the Inter-American Institute for Global Change Research (IAI) for the fiscal year 2018-2019, detailing Party contributions, budget performance, and administrative updates as of April 30, 2019.

• As of April 30, 2019, cash incomes from Party contributions represented only 37% of the approved contributions for the 2018/2019 fiscal year. The IAI Directorate noted that the failure to submit expected contributions is creating stress on its ability to complete activities and fulfill its mandate.
• The IAI has experienced a significant loss in the purchasing power of its contributions; USD 5,000 in January 1992 is equivalent to USD 9,113.40 in January 2019. Consequently, contributions that have remained at the USD 5,000 level since 1992 have lost approximately 45% of their purchasing power.
• For the first eight months of the fiscal year (ending February 28, 2019), total expenses were USD 892,215, which was 4.4% lower than the YTD budget of USD 933,333. Specific savings were noted in equipment costs (-50.5%), travel and training (-24.9%), and operational costs (-6.8%), while dissemination and outreach costs were 65.8% higher than budgeted due to consultant salaries.
• A proposed amendment to Article XIII of the Agreement, which would change pledge increments to USD 1,000 and set a minimum contribution of USD 5,000, has not yet entered into force because the required two-thirds of the Parties have not notified the Depository of their domestic legal completions. Due to the 20-year lapse since the resolution's adoption, the Conference of the Parties is suggested to consider retiring it.
• The IAI successfully completed a merger of the Science Development Directorate and the Science-Policy Liaison Directorate with the Integrated Operations and Finance Directorate during the 2018-2019 intersessional period.
