The report from the IAI Standing Committee on Rules and Procedures recommends no amendments to the Rules of Procedure for the 27th Conference of the Parties (CoP) in Brasilia, Brazil. • The CoP typically holds one ordinary meeting per year, generally in June, with the venue determined by offers from Parties based on rotation and geographic distribution. If no venue is offered, the meeting is held at the headquarters of the Executive Directorate.
• Plenary sessions require a quorum consisting of half of the active Parties. A Party is considered inactive if it has not participated in any of the three previous CoPs or designated a Permanent Representative to the IAI within a three-year period.
• Decisions are ideally reached by consensus; otherwise, they are decided by a majority vote of the accredited Parties present. Specific actions, such as the removal of the Executive Director or the reconsideration of a CoP decision, require a two-thirds majority vote.
• The CoP is responsible for electing the Executive Director, members of the Executive Council, and members of the Scientific Advisory Committee. The election of the Executive Director must occur at least 6 months before the current term ends.
