Aprobación del Acta de la 26a reunión de la Conferencia de las Partes

This document is a report on the 26th meeting of the Conference of the Parties (CoP-26) of the Inter-American Institute for Global Change Research (IAI), held in Antigua, Guatemala, on June 20-21, 2018. It details the proceedings, administrative and financial discussions, and the 45 decisions adopted during the session, including the approval of the 2018-2019 operating budget and the initiation of a new Strategic Plan.

• The Conference of the Parties approved the Operating Budget for the 2018-2019 fiscal year, which amounted to US$1.4 million, and a preliminary request for the 2019-2021 fiscal years of US$1.5 million for each year.
• The IAI is facing a critical financial situation because contributions received by April 2018 represented only 52% of the projected amount, which the Executive Directorate described as unsustainable for long-term operations.
• The CoP-26 decided to move toward a more cost-effective integrated management structure by merging the Scientific Development and Science-Policy Liaison directorates into the Integrated Operations and Finance Directorate in Montevideo, Uruguay.
• The IAI is developing a new Strategic Plan to be presented at CoP-27, focusing on the needs of Parties regarding food security, social and governmental security, and compliance with international framework agreements.
• The IAI adopted an Open Data Policy and principles to provide open access to data and information generated by IAI-funded research, while noting the need for informed consent from indigenous peoples.
• The IAI is pursuing a long-term financing strategy that includes seeking non-traditional donors, such as the private sector, and the potential creation of a capital reserve fund of approximately USD 100 million for long-term sustainability.
• The CoP-26 encouraged the association of three organizations with the IAI: Rede Clima (a Brazilian network of scientists), the American Association for the Advancement of Science (AAAS), and Future Earth (Tierra Futura).
• The IAI is expanding its science-policy capacity, including the creation of a new science-policy position in the Executive Directorate funded by the United States.
• The IAI's capacity-building efforts include the São Paulo Advanced Schools on global change topics, which have supported over 300 young scientists from more than 40 countries with funding exceeding USD 500,000 from FAPESP.
• The IAI is initiating cooperation with the Organization of American States (OAS) through a proposed Memorandum of Understanding to strengthen joint research on global change in the Americas.
