Anexo 2: Presupuesto operativo y contribuciones de los países para el AF 2018-2019 y solicitud preliminar para 2019-2021

This document presents the proposed operating budget for the Inter-American Institute for Global Change Research (IAI) for the 2018-2019 fiscal year and a preliminary request for 2019-2021. It details adjustments to staff salary scales, organizational restructuring to reduce costs, and the financial challenges resulting from stagnant country contributions since 1992.

• The proposed operating budget for the 2018-2019 fiscal year is USD 1,400,000, which remains unchanged from the 2017-2018 budget. The preliminary budget requests for 2019-2020 and 2020-2021 are both set at USD 1,500,000.
• The IAI is adjusting professional staff salaries to align with the United Nations salary scale for professional and higher categories, applying a 32% post adjustment. This change aims to provide a comparative basis for remuneration, facilitate the hiring of international personnel from member states, and align with other regional organizations like the Organization of American States.
• The IAI has implemented several administrative changes to reduce expenses and rationalize tasks, including replacing the Operations Assistant with a part-time operations and finance assistant and increasing the use of specialized temporary consultants over full-time appointments.
• The IAI centralized its information and communication technology (ICT) services by hiring a company in Montevideo, Uruguay, replacing a dispersed system of two internal consultants and two companies in Buenos Aires, Argentina. This rationalization resulted in an annual saving of USD 6,000.
• The IAI reports a significant decline in the purchasing power of its operating budget, noting that USD 5,000.00 in January 1992 is equivalent to USD 8,974.19 in January 2018. Most country contributions have remained unchanged since the Agreement entered into force in 1992, and delays or lack of payment from some parties have put operational capacity under pressure.
• The IAI has established a process for incorporating interns funded by member countries and other sources, citing a six-month internship from the Republic of Korea and a planned internship for a Costa Rican national funded by the University of Michigan starting in September 2018.
