Report of the Standing Committee for Rules and Procedures

The Standing Committee for Rules and Procedures, chaired by the United States of America, concludes that no amendments to the Rules of Procedure are required for the 26th meeting of the Conference of the Parties (CoP-26) in Antigua, Guatemala. The report includes the full text of the Standing Rules of the CoP, which govern the administration, voting, and election processes of the Inter-American Institute for Global Change Research (IAI).

• The Standing Committee for Rules and Procedures determined that no changes to the existing Rules of Procedure were necessary for the CoP-26 meeting scheduled for June 2018 in Antigua, Guatemala.
• The Rules of Procedure for the Conference of the Parties were originally adopted at the 2nd meeting in Rio de Janeiro in 1996, with the most recent amendment occurring at CoP-21 in Montevideo in 2013.
• The IAI's governance rules specify that the Conference of the Parties must meet annually, typically in June, with the site determined by offers from Parties based on rotation and geographical distribution.
• Plenary sessions of the Conference of the Parties require a quorum consisting of accredited representatives from one-half of the active IAI Parties.
• The IAI prioritizes consensus for taking action, but if consensus is not reached, decisions are generally made by a majority vote of accredited Parties present.
• The election of the Executive Director and members of the Executive Council and Scientific Advisory Committee must be conducted via secret ballot.
• The removal of the Executive Director requires a two-thirds majority vote of the Conference of the Parties via secret ballot.
