Decisión XXV/6: Política y principios de datos abiertos

This document is a decision and policy framework from the Inter-American Institute for Global Change Research (IAI) regarding open data. It establishes the principles for the creation, maintenance, and distribution of high-quality global change data generated by IAI-funded research, aiming to facilitate free and full exchange among member Parties.

• The IAI defines open data as structured, machine-readable data that can be freely shared, used, and combined without restrictions, and made available with the technical and legal characteristics necessary for anyone to reuse and redistribute it at any time and place.
• The IAI's Open Data Policy mandates that data, information, and results from IAI-funded projects must be fully described and submitted to the Executive Direction for inclusion in the IAI Open Data Catalog.
• The policy establishes several core principles for data publication: data should be 'open by default' unless restricted by privacy or security; provided in original form; described by metadata and machine-readable; adherent to international exchange standards; and available to policymakers and the public to support evidence-based public policy.
• Technical development of the IAI Open Data Catalog is supported by a postdoctoral researcher co-funded by the National Science Foundation (NSF), the Committee on Earth Observation Satellites (CEOS), the University of Alberta, and the IAI.
• The policy allows Principal Investigators (PIs) to request exclusive use of data for an initial period, the duration of which is explicitly defined by the Institute on a case-by-case basis.
• Data must be provided to global change researchers at the lowest possible cost, which should not exceed the marginal cost of responding to a specific user request.
