Decision XXV/6: Open data policy and principles

This briefing document, prepared by the IAI Directorate for the 26th meeting of the Conference of the Parties, proposes the adoption of a new Open Data Policy and Principles. The policy aims to facilitate the full and open exchange of global change research data among Parties, Principal Investigators, and stakeholders, establishing guidelines for data accessibility, preservation, and the development of an IAI Open Data Catalog.

• The IAI has developed a new Open Data Policy and Principles to ensure the "full and open sharing of the full suite of global change data sets between the Parties to the IAI Agreement". This policy requires that data and results from IAI-funded projects be fully described and submitted to the IAI Directorate for inclusion in an Open Data Catalog.
• The IAI Open Data principles establish that data should be "Open by default" unless restricted by security or privacy, provided in original unmodified form, and made machine-readable and free of charge under open licenses where appropriate. The policy also emphasizes that data should be available to the public and policy makers to support "better informed public policies".
• To implement the Open Data Catalog, the IAI is collaborating with the Government of Uruguay's Agency for Electronic Government and Information and Knowledge Society (AGESIC), using its open data catalog to develop a similar system. Technical development is further supported by a post-doctorate researcher jointly funded by the National Science Foundation (NSF), the Center for Earth Observation Sciences (CEOS), the University of Alberta, and the IAI.
