Donors’ session and Party contributions

This briefing document, prepared by the IAI Directorate for the twenty-sixth meeting of the Conference of the Parties (CoP) in Antigua, Guatemala, addresses the funding mechanisms of the Inter-American Institute for Global Change Research (IAI), specifically focusing on core budget contributions and the need to diversify extra-budgetary funding.

• The IAI's financial framework was originally guided by a White paper drafted by the Ad Hoc Group on Financial Issues in March 1994, which recommended that nations ratifying the Agreement announce intended contributions for three-year periods, including specific annual funding levels and disbursement schedules.
• The IAI Directorate emphasizes that core funds only cover a portion of the total required for programs and projects, and the sustainability of the Institute depends on all Parties contributing to the core budget to their full capability.
• Extra-budgetary contributions are essential for the IAI's capacity building program, its scientific agenda, and other activities not covered by the core budget.
• The IAI Directorate is seeking to diversify its extra-budgetary funding sources because historical reliance on a single Party or a few Parties is considered unsustainable in the long term.
• To achieve funding diversification, the IAI Directorate has collaborated with the Belmont Forum, including a meeting in Sao Paulo, Brazil, on 8 November 2017, and is attempting to engage the private sector.
