Informe de la Comisión Ad Hoc para la Implementación del Gobierno Tripartito del IAI

This report from the Ad Hoc Commission for the Implementation of the IAI Tripartite Governance details the operational status of the Inter-American Institute for Global Change Research (IAI) offices in Uruguay and Argentina, and the legal challenges regarding the establishment of a scientific development function in Brazil.

• The 23rd Conference of the Parties (CoP) in Lima extended the mandate of the Commission for the Implementation of the IAI Tripartite Structure until the next CoP. The Commission's membership includes Argentina, Brazil, Canada, Colombia, Costa Rica, Ecuador (Vice President), the United States (President), and Uruguay.
• The IAI has established operational presence in Uruguay and Argentina. The Montevideo office is functional with two assistants hired by the government of Uruguay. In Buenos Aires, a director for the Science-Policy Liaison Office was hired in May 2015, although some host country agreement commitments are still being developed following a change in government.
• The implementation of the Scientific Development Directorate in Brazil faces obstacles related to Brazilian law concerning the privileges and immunities of international organization personnel. The Commission notes that these unresolved issues would make IAI operations in Brazil more difficult compared to those in Uruguay and Argentina.
