• The Science-Policy Liaison Advisory Committee (SPAC) identified three primary goals: impact (increasing visibility among policymakers), relevance (aligning research with regional policy needs), and financing (diversifying funding sources to reduce dependence on the US NSF).
• A commission analyzing member participation identified three groups of countries based on debt and engagement. For countries with multi-year debts that are inactive or receive minimal benefits (Cuba, Dominican Republic, Guatemala, Jamaica), the CoP recommended inviting them to CoP25 and attempting to condone old debts.
• The CoP decided to interrupt the 2015 selection process for the Executive Director due to procedural errors. It agreed to amend the IAI Creation Agreement to extend the Executive Director's term to 4 years, renewable once.
• The IAI is implementing a tripartite governance structure with offices in Montevideo and Buenos Aires; negotiations for a host country agreement with Brazil are ongoing, with potential collaboration with Rede Clima.
