Report from the Implementation Committee for the Tripartite IAI Directorate

The report provides a progress update to the 22nd IAI Conference of the Parties (CoP) on the establishment of a Tripartite Directorate structure. This structure distributes IAI operations across three offices in Uruguay, Argentina, and Brazil, each with specific mandates for finance, science development, and science-policy liaison.

• The IAI is transitioning to a Tripartite Directorate structure consisting of three specialized offices: the Integrated Operations and Finance Directorate in Montevideo, Uruguay; the Science Development Directorate in São José dos Campos, Brazil; and the Science-Policy Liaison Directorate in Buenos Aires, Argentina.
• The Integrated Operations and Finance Directorate in Uruguay is largely operational following the ratification of its host country agreement on December 13, 2013, and the subsequent relocation of staff and equipment from Brazil.
• The Science-Policy Liaison Directorate in Argentina has established office space within the Ministry of Science, Technology and Productive Innovation (MinCyT), with renovations completed between December 10, 2013, and March 10, 2014.
• Staffing for the Science-Policy Liaison Directorate in Argentina has faced delays; Dr. Tomás Lindemann's hiring was delayed by the process of legalizing his foreign diploma, and Dr. Nicolas Lucas declined the position due to incompatibilities with other public administration functions.
• The establishment of the Science Development Directorate in Brazil is stalled due to disagreements over the Host Country Agreement. The Implementation Committee is concerned that the Brazilian government's proposed text refers only to the Science Development Directorate rather than the IAI as a whole, which could hinder collaborative operations.
• The IAI is taking steps to close its commercial registration in Brazil shortly after June 2014, as administrative and financial operations wind down to be replaced by the new scientific functions of the Science Development Directorate.
