Report from the Implementation Committee for the Tripartite IAI Directorate

This report from the Committee for the Tripartite IAI Directorate provides a progress update to the 21st IAI Conference of the Parties (CoP) regarding the establishment of three new Directorate offices in Argentina, Brazil, and Uruguay.

• The Tripartite Agreement establishes a distributed Directorate structure consisting of three specialized offices: the Integrated Operations and Finance Directorate in Montevideo, Uruguay; the Science Development Directorate in São José dos Campos, Brazil; and the Science-Policy Liaison Directorate in Buenos Aires, Argentina.
• The Integrated Operations and Finance Directorate serves as the IAI headquarters and is managed by the Executive Director. Its responsibilities include preparing long-range plans, financial policies, and annual budgets, as well as acting as the Secretariat for the Conference of the Parties, the Executive Council, and the Scientific Advisory Committee.
• The Science Development Directorate is tasked with developing the IAI's strategic vision and identifying science gaps and priorities. Its activities include coordinating strategic reviews of science programs, strengthening partnerships with regional scientific institutions, and exploring new opportunities for scientific networks and centers of excellence.
• The Science-Policy Liaison Directorate focuses on strengthening the regional relevance of IAI programs by linking scientific research with policy-making communities. Its duties are divided into program development, engagement activities to create dialogue between science and policy, and outreach activities to improve public knowledge of global change.
• As of May 2013, the Science-Policy Liaison Directorate in Argentina has a legal foundation via a host country agreement signed on October 30, 2012, and has been provided office space within the Ministry of Science, Technology and Productive Innovation (MinCyT).
• The host country agreement for the Integrated Operations and Finance Directorate in Uruguay was signed on November 13, 2012, and was received by parliament for ratification on April 2, 2013. The office is expected to be operational within 2-4 months, pending treaty ratification.
• The host country agreement for the Science Development Directorate in Brazil remains under review, with the committee noting that several points require further elaboration to ensure successful integration with the offices in Argentina and Uruguay.
