A letter from the Executive Director and the President of the Executive Council of the Inter-American Institute for Global Change Research (IAI) to country representatives regarding the critical lack of continuity in the Scientific Advisory Committee (SAC) due to vacancies and expiring terms.

• The Scientific Advisory Committee (SAC), which normally consists of 10 members, is currently operating with two fewer members because a November 2012 electronic vote failed to reach a quorum of registered countries.
• The SAC faces a near-total lack of continuity in its composition because five memberships are ending within a 14-month period, coinciding with two existing vacancies from 2012.
• The instability of the SAC occurs during a period of significant structural and personnel changes at the IAI, including the relocation of the office to Montevideo, the elimination of four assistant positions and one management position, and the opening of a science-policy liaison office in Buenos Aires and a planned science planning office in Brazil.
• To ensure effective guidance, the IAI leadership suggests three measures: conducting the delayed 2012 election for two new members at CoP 21 in June 2013; considering exceptional, informal extensions of 1 to 2 years for 3 or 4 members whose terms are ending; and limiting future membership turnover to 1 to 3 members at a time for CoP 22 in 2014.
