A letter from the Inter-American Institute for Global Change Research (IAI) to country representatives detailing a crisis of continuity within the Scientific Advisory Committee (SAC) due to vacancies and expiring terms, and proposing measures to ensure stable scientific guidance during a period of institutional restructuring.

• The Scientific Advisory Committee (SAC) is currently operating with eight members instead of the standard ten because a November 2012 electronic vote to fill two vacancies failed to reach a quorum.
• The SAC faces a critical lack of continuity over a 14-month period starting in June 2013, as five members will reach the end of their final terms and four members will end a three-year term.
• The membership instability occurs alongside significant IAI structural changes, including the relocation of the office to Montevideo, the termination of four assistant and one manager positions, and the opening of a science-policy liaison office in Buenos Aires and a planned science planning office in Brazil.
• To maintain stability, the IAI suggests that CoP 21 conduct the postponed 2012 elections and consider allowing three or four members to stay on the SAC beyond their final terms through an "exceptional, informal membership."
• The IAI proposes that CoP 22 in 2014 limit membership renewal so that future regular turnover only affects between one and three SAC members at a time to ensure reliable and continuous advice.
