Minutas de la Vigésima Primera Conferencia de las Partes del IAI (CoP)

The minutes of the 21st Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held in Montevideo, Uruguay, on June 12-13, 2013, detail the institute's transition to a tripartite governance structure, its scientific progress in regional hydrology and health, and the approval of its 2013-2014 operational budget.

• The IAI is implementing a tripartite governance structure with offices in Argentina, Brazil, and Uruguay. Argentina's office for Science-Policy Liaison was established via a headquarters agreement signed on October 30, 2012, with Tomás Lindemann appointed as Director and Nicolás Lucas as Subdirector. Uruguay's headquarters agreement was signed in November 2012 and approved by the Chamber of Deputies, pending Senate approval. The implementation of the Scientific Development office in Brazil is reported as delayed.
• The IAI's scientific activities include the creation of Aquasec, a center of excellence on water security in cooperation with the University of Arizona and the Pontificia Universidad Católica de Chile. Research on regional hydrology has identified a long-term trend of decreasing water availability, which in northern Mexico is being offset by increased groundwater use for agriculture, leading to sustainability issues and contamination with arsenic and heavy metals.
• The IAI is focusing on the intersection of health and environmental change through the CRN3 program, which includes two projects on vector-borne and rodent diseases in the Western Amazon, with parallel activities in Paraguay. These studies examine the link between disease spread, transmitter ecology, and environmental disturbances, such as the transcontinental highway connecting Brazil to the Pacific.
• The CoP approved the operational budget for the 2013-2014 fiscal year at US$ 1,296,714, which is slightly lower than the 2012-2013 budget of US$ 1,331,536. The budget is funded by member country contributions, with the United States providing the largest share at US$ 762,000 (60.75%), followed by Canada at US$ 159,000 (12.63%) and Brazil at US$ 110,000 (8.73%).
• The IAI has established a co-financing agreement with CONICET in Argentina to support existing projects. Under this agreement, CONICET will provide US$ 10,000 per year to projects led by a CONICET PI and US$ 5,000 per year for Co-PIs, supplementing the CRN project funding.
• The CoP created a Science-Policy Liaison Advisory Committee to advise the CoP and IAI directorates on the design and use of science for policy formulation and decision-making. A corresponding work plan for the Science-Policy Liaison office (2013-2015) was approved, focusing on establishing a baseline of IAI's positioning, interacting with member countries, and strengthening international positioning within UN conventions.
• The Scientific Advisory Committee (SAC) underwent a membership renewal to ensure continuity. The CoP elected Michelle Grunauer Andrade (Ecuador), Werner Wilbert (Venezuela), and Susana Adamo (Associate nomination). Additionally, the CoP exceptionally extended the terms of Carolina Vera and Harold Mooney by two years and re-elected Claudia Natenzon for a second term.
• The IAI is expanding its international collaborations, including approved participation in the Future Earth initiative and the pursuit of a consortium agreement between UNESCO, ICSU-ROLAC, and the IAI.
