EC progress report: EC Chair - Activities charged to the EC and the EC Bureau

This progress report from the EC Chair of the Inter-American Institute for Global Change Research (IAI) details the transition to a tripartite Directorate structure across Argentina, Brazil, and Uruguay, as well as challenges regarding the election of members to the Scientific Advisory Committee (SAC).

• The IAI is transitioning from a single Directorate in Sao José dos Campos, Brazil, to a tripartite structure consisting of three specialized Directorates: the Science-Policy Liaison Directorate in Buenos Aires, Argentina; the Science Development Directorate in Sao José dos Campos, Brazil; and the Integrated Operations and Finance Directorate in Montevideo, Uruguay.
• Progress on the tripartite structure varies by country: Argentina's host country agreement was signed on October 30, 2012, and is in force; Uruguay's agreement was signed November 13, 2012, and was sent to Parliament for ratification on April 2, 2013; Brazil's new host country agreement remains under review.
• An attempt to implement an electronic voting procedure to fill vacancies on the Scientific Advisory Committee (SAC) failed in November because insufficient countries registered for the secret ballot to reach a quorum.
• The SAC faces a critical lack of membership continuity; as of June 2013, four members are ending their terms (three of whom have reached their final term limit), and four more will complete their terms in 2014, in addition to two vacancies remaining from 2012.
• The IAI joined the ENSOCIO-LA international consortium, approved in March 2013 and starting in June 2013, to foster research and innovation cooperation between EU and Latin American countries regarding climate change, raw materials, and resource efficiency.
