SUPPLEMENTARY NOTE TO COP-20 FROM THE CHAIR OF THE AD HOC COMMITTEE

This briefing from the Chair of the Ad Hoc Committee provides a factual assessment of two options for distributing science program management and science development functions within the IAI Directorate for decision at COP-20.

• Option 1 proposes that all current IAI Directorate staff and functions, including science program management, remain in Montevideo, Uruguay, under the Integrated Operations and Finance Directorate. Under this model, the Science Development Directorate in São José dos Campos, Brazil, would focus on new functions such as integrating national and regional science networks, exploring new strategic science areas, and developing data exchange and analysis mechanisms.
• Option 1 is described as being fully consistent with the CoP-19 Resolution regarding the development of future science capacities and directions, as well as CoP-19 minutes which preferred creating new roles rather than redistributing existing functions.
• Option 2 proposes moving existing science program management functions and the Assistant Director of Science Programs to the Science Development Directorate in São José dos Campos, Brazil, where they would be managed by the Director of Science Development. This option proposes no significant new science development functions.
• Option 2 is noted to fulfill Brazil's desire for a larger role in coordinating scientific programs and integrating networks, but it would require a budget increase and is inconsistent with CoP-19 minutes. Additionally, it creates overlaps between the Director General, Director of Science Development, and Assistant Director of Science Programs that cannot be resolved until the Director General's contract is renegotiated in 2014.
