Minutas de la Vigésima Conferencia de las Partes (CoP) del IAI

The minutes of the 20th Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held from June 27-29, 2012, in Arlington, VA, USA, detail the transition to a tripartite governance structure and the approval of new scientific projects and operational budgets.

• The IAI faces significant financial challenges due to unpaid member contributions, totaling approximately $1.3 million. Specifically, Mexico owes $294,000 (unpaid for four years) and Venezuela owes $295,000, with these two countries accounting for 50-60% of the total unpaid contributions.
• A Science-Policy Dialogue conducted during the CoP highlighted the need to strengthen the interaction between IAI's scientific processes and decision-makers. Key recommendations included orienting science toward the needs of decision-makers, utilizing a format of science assessment to present conclusions, and expanding funding sources to support the science-policy interface.
• The CoP established an Implementation Commission for the Tripartite Headquarters to ensure the transition is completed on time. This commission, led by the USA as President and Ecuador as Vice-President, is tasked with overseeing the nomination of directors, reviewing legal agreements, and developing success indicators.
• The CoP approved modifications to the Rules of Procedure for both the Conference of the Parties and the Executive Council. Key changes include the ability to conduct more activities via electronic correspondence and the formalization of processes for creating ad hoc sessional and advisory committees.
• The IAI's scientific productivity under the CRN II program was reported as high, with hundreds of publications. However, the Executive Directorate noted a persistent lack of clear understanding regarding the social utility and economic context of many dry ecosystems in the Americas, particularly in the Chaco and Mexico.
