The Inter-American Institute for Global Change Research (IAI) Executive Council (EC) report details the process of establishing a tripartite structure for the IAI Executive Directorate involving Argentina, Brazil, and Uruguay, as well as leadership changes within the EC.

• The Executive Council (EC) and its Steering Committee focused on developing a proposal to host the IAI Executive Directorate. An ad hoc commission consisting of Brazil, Canada, Colombia, USA, Dominican Republic, and Paraguay evaluated proposals by November 15, which were then presented at the 19th Conference of the Parties (CoP 19) on February 15, 2012, in Arlington, Virginia.
• Argentina, Brazil, and Uruguay expressed interest in hosting the Executive Directorate. CoP 19 agreed to a tripartite proposal that distributes the Directorate's structure across these three countries. Under this plan, scientific development activities are based in São José dos Campos, Brazil; communication and science-policy liaison are based in Buenos Aires, Argentina; and general integration and coordination are based in Montevideo, Uruguay.
• The proposed tripartite structure adds two new Director roles—one for scientific development and one for communications—who report to the Director General. A second ad hoc commission (Argentina, Brazil, Canada, USA, and Uruguay) was created to prepare a detailed integrated proposal for CoP-20 (June 27-29, 2012). However, consensus was not reached, resulting in two different options for the Conference of the Parties to resolve.
• Following the resignation of Dr. Paul Filmer during the 19th Conference of the Parties, Dr. Carlos Ereño, the 1st Vice President of the Executive Council, assumed the presidency starting from CoP-19.
