Progress Report of the EC

This progress report from the Executive Council (EC) of the Inter-American Institute for Global Change Research details the efforts to establish a distributed structure for the IAI Directorate and notes a change in the EC leadership.

• Following the 18th Conference of the Parties in Asuncion (June 15-16, 2011), the EC drafted the Terms of Reference for a Host Country Committee tasked with advising on the location of the IAI Directorate. This committee, consisting of Brazil, Canada, Colombia, Dominican Republic, Paraguay, and the USA, reviewed three proposals by November 15 and reported its findings at the 19th Conference of the Parties in Arlington, Virginia, on February 15, 2012.
• The CoP 19 decided to merge proposals from Argentina, Brazil, and Uruguay into a single tripartite proposal featuring a distributed structure for the IAI Directorate. Under this plan, the IAI Directorate would be located in Montevideo, Uruguay, while science development activities would be based in São José dos Campos, Brazil, and science-policy liaison activities in Buenos Aires, Argentina. The structure includes two new director positions reporting to the Director General.
• An ad hoc committee comprising Argentina, Brazil, Canada, Uruguay, and the US was formed to create a detailed integrated proposal for the tripartite setting for CoP-20 (June 27-29, 2012). However, the parties failed to reach a consensus, meaning member countries will be presented with two different options for the tripartite proposal for a final decision by the CoP.
• Dr. Paul Filmer resigned as EC Chair during the 19th Conference of the Parties for personal reasons. Dr. Carlos Ereño, the First Vice-Chair of the EC, has served as the acting chair since CoP-19.
