STANDING RULES OF THE CONFERENCE OF THE PARTIES (CoP) OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI) establish the governance, operational procedures, and administrative requirements for the CoP. The document details the processes for participant accreditation, meeting organization, agenda setting, voting mechanisms, and the election and removal of the Director and Scientific Advisory Committee members.

• The Conference of the Parties (CoP) is the governing body of the IAI and typically meets once per year, normally in June. Meetings are held at sites determined by offers from Parties based on rotation and geographical distribution; if no site is offered, the meeting occurs at the site of the Directorate.
• Participation in the CoP requires formal designation. Each Party must designate one Permanent Representative and one or more Alternate Permanent Representatives. Parties that have not participated in any of the three previous Conferences and have not designated a Permanent Representative for the IAI over that three-year period are considered 'not active'.
• The Director, in consultation with the Bureau of the Executive Council, prepares a provisional agenda for regular meetings, which must be made available to participants at least 30 days before the meeting. This agenda includes reports from previous CoP and Executive Council meetings, the Directorate's annual report, a proposed plan for future activities for the next year, and the corresponding budget.
• Decisions of the CoP are generally made by a majority vote of accredited Parties, with each Party entitled to one vote. However, specific actions require a two-thirds majority, including the holding of Special Meetings (if the CoP is not in session), the reconsideration of a previously adopted decision, and the removal of the Director.
• The Scientific Advisory Committee (SAC) is elected by the CoP, with a focus on ensuring a variety of relevant disciplines and equitable geographic distribution. Candidates can be proposed by the Parties, the SAC itself, or the Associates of the Institute. Nominations must be submitted to the Directorate at least 30 days prior to the election date.
• The Director is elected by secret ballot at the CoP meeting preceding the expiration of the incumbent's term. If the position becomes vacant prematurely, the Executive Council selects an Interim Director. The CoP has the exclusive authority to remove the Director via a two-thirds majority vote by secret ballot.
