ACUERDO ENTRE EL INSTITUTO INTERAMERICANO PARA LA INVESTIGACIÓN DEL CAMBIO GLOBAL Y EL GOBIERNO DE PAÍS RELATIVO A LA SEDE DEL IAI

This document is a draft proposal for a Host Country Agreement between the Inter-American Institute for Global Change Research (IAI) and a designated host country to regulate the establishment and operation of the IAI's headquarters.

• The agreement establishes that the IAI possesses legal personality, granting it the capacity to acquire rights, assume obligations, enter into contracts with public or private entities, and manage tangible and intangible properties.
• The IAI's premises, official documents, correspondence, funds, and assets are designated as inviolable and immune from search, seizure, embargo, confiscation, or expropriation by any national, regional, or local authority.
• The IAI and its assets are exempt from all direct national, regional, and local taxes, including income, capital, and corporate taxes, as well as customs duties and import/export restrictions for official use items.
• The Executive Director and their immediate family (who are not nationals or permanent residents of the host country) are granted extensive diplomatic privileges, including personal inviolability, immunity from criminal, civil, and administrative jurisdiction, and tax exemptions on salaries.
• All IAI staff, regardless of nationality, are granted immunity from legal proceedings regarding words spoken or written and acts performed in the execution of their official duties, a protection that continues after their employment ends.
• The host government is responsible for ensuring the security and tranquility of the IAI premises and providing police protection as required.
• The agreement can be terminated by either party with a written notice, taking effect six months after the date of receipt.
