Informe del Comité Permanente de Reglas y Procedimientos

The Standing Committee on Rules and Procedures of the Inter-American Institute for Global Change Research (IAI) reports the appointment of Álvaro F. dos Santos from Brazil to the committee and proposes regulatory amendments. These amendments aim to resolve quorum issues encountered in Manaos, extend the Executive Council's guidance period to a full year between Conferences of the Parties, and ensure the Board maintains three members by filling vacancies.

• The Standing Committee on Rules and Procedures (SCRP) has proposed amendments to the regulations of the Conference of the Parties (CoP) and the Executive Council (CE), which were drafted in collaboration with the Executive Directorate and distributed to Member States. These amendments address three specific areas: the management of meeting quorums to prevent issues similar to those experienced at the CoP in Manaos; the operational procedures of the IAI to allow the CE to guide the Executive Directorate for a full year between CoPs by expanding the meeting held immediately after a CoP; and the ability to fill vacancies on the Board to ensure it consistently maintains three members.
• Álvaro F. dos Santos, a legal expert from the Ministry of Science and Technology of Brazil, has been appointed to the Standing Committee on Rules and Procedures.
