The Standing Committee on Rules and Procedures of the IAI reports on proposed regulatory changes to improve party representation, the selection process for the Scientific Advisory Committee, and the administrative handling of CoP meetings and resolutions.

• The Standing Committee on Rules and Procedures identified a lack of continuity in party representation at the IAI, noting that most countries simply accredited delegations to meetings rather than designating 'Permanent Representatives (PR’s)' as originally intended by Article 2 of the Regulations. The Committee suggests this is a policy issue for the Conference of the Parties (CoP) to discuss rather than a matter for regulatory amendment, though it has proposed clarifying the applicable Articles.
• The Committee proposed amendments to the process for nominating and electing members of the Scientific Advisory Committee (SAC) to make it more flexible, clear, and consistent. These proposals include ensuring a variety of relevant disciplines and equitable geographic distribution, and allowing elected members to assume their roles immediately after the CoP concludes.
• Several administrative amendments to the Regulations were proposed to better reflect CoP practices, including how offers to host meetings are handled, the replacement of daily minutes with daily action lists prepared by the Executive Direction, and the introduction of a specific rule for the preparation and approval of resolutions.
• Because the proposed amendments were distributed less than 30 days before the CoP in Manaus, the Committee suggested an ad hoc meeting open to all Parties to review the proposals and provide recommendations to the CoP.
