Report of the Standing Committee for Rules and Procedures

The Standing Committee on Rules and Procedures of the Inter-American Institute for Global Change Research (IAI) submitted a report on June 6, 2007, detailing proposed amendments to the Conference of the Parties (CoP) Rules of Procedure. These proposals aim to clarify party representation, refine the election process for the Scientific Advisory Committee (SAC), and update administrative procedures regarding meeting actions and resolutions.

• The Standing Committee identified a lack of continuity in party representation because most countries accredit delegations to specific meetings rather than designating Permanent Representatives as originally envisaged in Rule 2. The Committee views this as a policy matter for the CoP to discuss rather than a rule-based issue, though it proposed draft amendments to clarify accreditation rules.
• Proposed amendments to the Scientific Advisory Committee (SAC) election process aim to increase consistency, flexibility, and clarity. These include requiring that the CoP consider "equitable geographic distribution" and a "variety of disciplines relevant to global change research" when electing members.
• The Committee proposed that newly elected SAC members take office immediately after the CoP adjourns. This allows the Executive Council to fill any remaining vacancies immediately following the CoP to ensure the SAC reaches full membership for its term.
• Administrative updates were proposed to reflect current practices, including changing the requirement for daily "minutes" to a "list summarizing the actions taken" and establishing a formal process for the Directorate to prepare draft resolutions for CoP approval.
• Because the proposed amendments were distributed less than 30 days before the CoP in Manaus, the Committee suggested convening an ad hoc meeting open to all Parties to review the changes and prepare recommendations for the CoP.
• The Committee's membership was expanded with the return of Antonio Mac Dowell from Brazil and Diego Malpede from Argentina, which the Chair stated provides a better balance of legal, management, engineering, and scientific expertise.
