Minutas de la Decimotercera Reunión de la Conferencia de las Partes

• The IAI Executive Directorate implemented a 'network of networks' strategy to strengthen regional and thematic blocks by combining projects from the Cooperative Research Networks (CRN) II. This approach aimed to fill gaps, share scientific tools, and integrate diverse projects, such as combining soil biodiversity and tropical dry forest studies, and connecting urban emissions initiatives in Mexico, Chile, Argentina, Brazil, Colombia, and Peru.
• Analysis of the CRN I identified several critical factors for the success of science-policy interfaces: maintaining objective and credible science, ensuring long-term stable funding, involving policy-makers in research, and communicating results in accessible, local formats such as videos and interactive tools.
• The CoP approved a new policy regarding human subjects in research, mandating that all IAI-funded research follow international regulations. Principal Investigators (PIs) are now responsible for obtaining approval from a recognized committee on human subjects before funds are released and must provide documentation of compliance to the IAI.
• The Scientific Advisory Committee (SAC) recommended a three-stage process to redefine the IAI's scientific agenda. This includes a review of recent science and activities, seeking contributions on the need for revision, and articulating a medium-term strategic plan with measurable performance indicators.
• The IAI's financial status showed significant disparities in member contributions for the 2005-2006 fiscal year. While the US contributed 595,000.00 and Canada 125,000.00, several countries had substantial debts, including Paraguay (10 years of arrears) and Guatemala (9 years of arrears).
• The Large-Scale Biosphere and Atmosphere Experiment in Amazonia (LBA) reported that natural forest recovery in the Amazon takes more than 70 years. The program also found that the Amazon acts as a modest carbon sink, ranging from 0.5 to 1.0 Mg C ha/year.
• Research on the Atlantic Meridional Overturning Circulation (MOC) indicated a reduction in heat transport in the North Atlantic over the last 10 years. Preliminary results suggest that increases in atmospheric CO2 and freshwater fluxes on the surface are primary causes of the MOC's weakening, with estimated decreases between 10% and 50%.
• The CoP modified the procedures for the suspension and cancellation of projects to include a penalty where PIs, Co-PIs, or grantees may be deemed ineligible for future IAI funding until the grant agreement is fully satisfied and causes for suspension are removed.
