STANDING RULES OF THE EXECUTIVE COUNCIL (EC) OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI) establish the governance, composition, and operational procedures for the EC, which serves as the executive organ of the Conference of the Parties (CoP). The rules detail the management of regular and special meetings, the election of the Bureau, the formation of committees, and the protocols for voting and agenda setting.

• The Executive Council is composed of up to nine members elected by the Conference of the Parties for two-year terms, with a requirement for balanced geographic representation.
• The Executive Council holds two regular annual meetings at the location of the Conference of the Parties: one immediately before (pre-CoP) and one immediately after (post-CoP). The pre-CoP meeting focuses on financial and budgetary matters, while the post-CoP meeting is primarily responsible for electing the Bureau and considering CoP resolutions.
• The Executive Council Bureau consists of a Chair, a first Vice-Chair, and a second Vice-Chair, all elected for two-year terms, with the Executive Director of the Institute serving as the Secretary of the Council.
• The Executive Council can establish various committees, including ad hoc Sessional Committees, ad hoc Advisory Committees, a Credentials Committee (comprised of three Parties for two years), and a Financial and Administrative Committee (members elected for renewable two-year terms).
• Decisions of the Executive Council are normally made by consensus; if consensus is not reached, they are decided by a majority vote of the Parties in attendance. Each Party on the Executive Council has one vote.
• Special Meetings of the Executive Council may be held if requested by one or more Parties and approved by a two-thirds favorable vote. These meetings are limited to the specific matters for which they were called.
