IAI Conflicts of Interest and Standards of Ethical Conduct

This briefing outlines the Inter-American Institute for Global Change Research (IAI) policy on conflicts of interest and ethical conduct, establishing guidelines to maintain institutional integrity and public trust during funding and budget decisions.

• The IAI defines a Conflict of Interest as a situation where an individual has "divided loyalties between the IAI and another entity," stemming from three primary sources: personal interest, outside affiliations, and favors.
• To prevent damage to institutional credibility, the IAI identifies specific disqualifying conflicts of interest for proposal reviewers. These include current appointments, employment, or financial interests in an applicant institution, as well as personal relationships such as family ties, business partnerships, or collaborations on a project within the last 36 months.
• The document establishes strict rules for different IAI roles: Directorate staff are prohibited from being applicants to the IAI; Scientific Advisory Committee (SAC) members may be investigators but must not directly contact the IAI regarding the project; and Member State Delegates must not participate in funding decisions where they have a conflict of interest.
• Post-service restrictions are implemented to avoid the appearance of conflict: IAI staff members are disqualified from participating in programs for 2 years after their service, while EC/CoP members face a disqualification period of one year.
