LÍNEAS DIRECTRICES DE POLÍTICA DE FINANCIAMIENTO DE PROYECTOS DE INVESTIGACIÓN

This document outlines the funding policy guidelines for research projects under the Cooperative Research Networks (CRN) program of the Inter-American Institute for Global Change Research (IAI), published in October 1999. It details the legal and financial responsibilities of beneficiary institutions, the roles of Principal Investigators (PIs), and the administrative requirements for managing grants, including reporting, budget modifications, and data sharing.

• The Cooperative Research Networks (CRN) provide one-time grants that can supply financial contributions for a period of up to five years, with funds distributed annually. Continued funding is contingent upon the submission of satisfactory scientific and financial reports, as well as the availability of funds and contributions from member countries.
• The Beneficiary Institution holds the legal and financial responsibility for the grant and the project's performance. It must be the host institution of the Principal Investigator (PI) and the lead institution for the project, managing the transfer of funds to other collaborating institutions.
• Budgetary flexibility is limited: salary allocations cannot be changed without prior IAI authorization. For other permitted expense categories, the PI may transfer resources if the total change is less than 10% of the original budget; changes exceeding 10% require approval from the IAI Director and Chief Scientific Officer (CSO).
• Strict reporting timelines are mandated: annual scientific and financial progress reports must be submitted 45 days before the grant anniversary. A final scientific and financial progress report is required within 90 days of the grant's conclusion. Failure to submit these reports renders PIs ineligible for future IAI-funded programs.
• The IAI mandates an open exchange of scientific information. Beneficiary institutions must commit to the maintenance and distribution of high-quality datasets and long time series. While exclusive use of data may be granted in special circumstances for initial periods, the IAI will negotiate the duration of such exclusivity.
• Administrative costs are capped at a maximum of 10% of the total budget for each CRN-funded project. This limit applies to the combined administrative expenses of all participating institutions; exceeding this 10% threshold results in the immediate termination of the grant.
• Financial safeguards require the beneficiary institution to maintain a separate bank account in the name of the IAI grant for accounting purposes. Funds must not be mixed with personal funds or deposited into personal accounts.
