INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH COLLABORATIVE RESEARCH NETWORK PROGRAM GRANT POLICY GUIDELINES

The Inter-American Institute for Global Change Research (IAI) published these Grant Policy Guidelines in July 1999 to define the award and administration of grants under its Collaborative Research Network Program (CRN). The document details the legal and financial responsibilities of Grantees, the roles of Principal Investigators (PIs), reporting requirements, and the financial standards for managing IAI funds.

• The Collaborative Research Network (CRN) grants are one-time awards providing support for up to 5 years, with funding distributed on an annual basis. Continued funding is contingent upon the availability of funds, continued Country funding, and satisfactory financial and scientific accounting by the Grantee and Principal Investigators.
• The Grantee must be an institution, specifically the home institution of the Principal Investigator (PI) and the leading institution of the project. The Grantee assumes all legal and financial responsibility for the awarded funds and project performance, including managing the transfer of funds to other collaborating institutions.
• IAI mandates strict reporting schedules: Scientific and Financial Progress Reports are due annually 45 days prior to the grant anniversary. Final Scientific and Financial Progress Reports must be submitted within 90 days following the grant's expiration. Failure to submit these reports renders Principal Investigators ineligible for future IAI funding.
• Financial guidelines limit overhead charges to a maximum of 10% of the total IAI project grant. Exceeding this 10% limit results in the immediate termination of the grant. Additionally, the salary portion of the budget cannot be altered without prior IAI approval, and other budget category transfers exceeding 10% require approval from the IAI Director and Chief Scientific Officer.
• The IAI Data Policy requires Grantees to commit to the maintenance and distribution of high-quality, long-term data sets. While the IAI promotes the "full and open exchange of scientific information," PIs may request initial periods of exclusive data use under special circumstances, subject to negotiation with the IAI.
• Financial management requires the establishment of a separate bank account in the name of the IAI grant to prevent the commingling of funds with personal accounts. All payments are made in U.S. Dollars via electronic transfer from an IAI account in the USA.
