STANDING RULES OF THE EXECUTIVE COUNCIL (EC) OF THE INTER--‐AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Executive Council (EC) of the Inter-American Institute for Global Change Research establish the governance, operational procedures, and organizational structure of the EC, which serves as the executive organ for the Conference of the Parties (CoP).

• The Executive Council consists of up to nine members elected by the Conference of the Parties for two-year terms, with a requirement for balanced geographic and gender representation.
• The Executive Council holds two regular annual meetings at the location of the Conference of the Parties: one immediately before (pre-CoP) and one immediately after (post-CoP).
• The pre-CoP meeting focuses on financial and budgetary matters and pending items for the Conference of the Parties, while the post-CoP meeting primarily handles the election of the Bureau and the implementation of CoP resolutions.
• The Executive Council Bureau is composed of a Chair, a first Vice-Chair, a second Vice-Chair, and the Executive Director of the Institute serving as the ex-officio Secretary.
• The Executive Council can establish various committees, including ad hoc Sessional Intersessional Committees, ad hoc Advisory Committees, a Financial and Administrative Committee, and a Credentials Committee consisting of three Parties for two-year terms.
• Decisions are normally made by consensus; if consensus is not reached, a majority vote of the Executive Council Parties in attendance is required.
• Special Extraordinary Meetings may be convened at the request of one or more Parties if approved by a two-thirds vote of the Executive Council.
